Step One) Open up your sign or blank document, whatever you’re doing your shapes on. I’m just using a blank document sized 600×500, just so I have enough room.
Step Two) You can do any shape that you want to including circles, triangles, diamonds, squares, etc. I am going to be doing circles.
Step Three) Since I am doing circles, I’m going to use a circle brush. But take your shape brush, it’d probably be best if you did circles right now. Make a new layer above your background layer and stamp on the circle brush in the color you want. The circle brush can just be any circle with 100% hardness.
Step Four) It should now just have that one circle. You’re going to double click on the layer with your circle brush of your first color on it. It’ll open the blending options. Select stroke. Make your setting’s match mine:

Step Five) Leave your blending options open and click on Pattern Overlay. Make it any pattern you want. Soft light and Pattern overlay look best. You can do whatever you feel looks best though.
Step Six) Leave your blending options open and click on Gradient Overlay. Make sure the gradient is one from black to white. Make your settings match mine:

Step Seven) Leave your blending options open and click on Drop Shadow. Make your settings match mine:

Step Eight) Click okay. Make a new layer on top of the layer you were just working on. Your going to add another circle, or the shape, but this time its going to be smaller. So you can see the first color. So, get your circle brush and make it smaller. Then choose a different color, and stamp it on in the middle of your other circle.
Step Nine) Your going to repeat steps 4-7, using different patterns.
Step Ten) When you repeat all those steps for this circle, then you’re going to repeat step number 8. Then you’re going to repeat step 4-7 one more time using different patterns.
Step Eleven) When your all done with that, you should have three circles or whatever shape you chose. You can add more if you’d like, but the usual number is 3.
Step Twelve) You can add more circles or whatever your shape is by repeating the steps. If you overlap them on other circles, it looks really cool. Here is my final product:
