Step One) Open the image you will be using.
Step Two) Make a whole bunch of layers above your background later (I have 12 layers)
Step Three) Click on layer one, Zoom really really close to his/her eyes (If your using a person)
Step Four) Select the pen tool or the polygon lasso tool, whichever you use best, outline the little black spot in the eye. Color that in black, with a little white dot in the center. You’ll color it in with the brush tool. Then when you have it colored in go to select > deselect. This is what I have so far:

Step Five) Have layer 1 selected still, and take your pen tool or polygon lasso tool and go around the colored part of her eye. Take your eye dropper tool, and click on the colored part of her eye to get the color. Then take your brush tool and fill her eye in (the colored part, obviously).
Step Six) Layer 1 is still selected. Deselect if you have anything selected. Then take your pen tool or polygon lasso tool and go around the white part of her eye. Then you’ll color that in white (#FFFFFF). Yeah, it looks a little weird right now but that’l be fixed. This is what I have so far:

Step Seven) Now, click on layer 2. Were going to do the lips. Take your pen tool or polygon lasso tool and outline her lips. Take the eyedropper tool, and get the color from her lips. Use the brush tool and color her lips. It might look a little strange. But were not going to do her teeth, they’ll look ugly. The lips should look similar to this:

Step Eight) Were going to do the skin now! Select layer 3. Take your pen tool or polygon lasso tool and select all the skin. You might have to do this in pieces. Then you’re going to select the main color on his/her skin and then color it in. Make sure that his/her mouth and eye’s are not selected. The nose is selected though. Make sure his/her eyebrows and eyelashes aren’t selected either. All you skin should be colored in and it should look similar to this:

Step Nine) Select layer 4. We are going to color in her eyelashes now. Zoom really close to her eyes. Take your pen tool or polygon and outline the eyelashes and where the eyeliner goes. You’ll color them in black. I’m going to skip this step and just color them in the skin color, you can sometimes do that also, depending on your picture.
Step Ten) Select layer 5. Were going to be doing her hair now! So, take the polygon lasso tool or the pen tool and outline all of her hair. Then you’re going to select your favorite color in his/hair or the main color, and color it in with the brush tool. Your vexel should look like this so far:

Step Eleven) Were going to do the clothes now. Your going to have layer 6 selected. Outline a piece of clothing and color it in the main color(s) of the clothing. You’re going to do that for all the clothing. This is what my vexel looks like so far:

Step Twelve) Now, everything is vexeled. Unless you’d like to do more with it. Like vexel the whole image. But you probably get how to do that now. So, what we are going to do now is merge all of your layer’s except for your background layer. Don’t merge anything on that one. You can do this really fast just by going to the top layer and hitting CTRL+E until you get to the layer right above the background layer.
Step Thirteen) There should be two layers now. Layer 1 and your background layer. Double click on your background layer. That will make it ‘Layer 0′.
Step Fourteen) Hit CTRL+J, that will duplicate your background image. Take the duplicated layer, and move it to the very top. Make the opacity soft light.
Step Fifteen) This is optional. But you can edit the flaw’s you made. Make the eyelashes better. This is my final image after slight editing, yours will probably be better since I rushed through this.
